The Behavioral Health Leadership Institute (BHLI) is a low-threshold provider of buprenorphine, peer support, and other recovery support services. BHLI is a non-profit that is “improving the delivery of behavioral health services to vulnerable, under-served, and high-risk populations” (bhli.org).  

  

The PCARE (Project Connections at Re-Entry) van, a service provided by BHLI, is a mobile unit located outside of Baltimore City's Detention Center. The van provides treatment for opioid use disorder, comorbid mental health disorders, improves treatment outcomes, and reduces overdose deaths.  

   

The PCARE van collects data and analyzes results to measure the impact of the work. Data collected includes overdose deaths, recidivism, costs, treatment, and health outcomes.   

   

BHLI is working with the IRIS team on several collaborations including:   

  1. Workshop on using data to improve service delivery.   

  2. Pilot testing a medication-positive mutual support group called AIM.   

  3. Training primary care physicians to prescribe buprenorphine.   

  4. Disseminating behavioral health guides for community health workers.
